Who’s Buying Frederick County’s Future? The Trone Money Trail Runs Right Through Winchester Hall

Jessica Fitzwater endorses David Trone
Fitzwater endorses Trone

Frederick County residents deserve to know that their County Executive has collected at least $42,500 from the family of David Trone, the former congressman now trying to reclaim Maryland’s 6th District seat. On October 31, 2025, four Trone family members each wrote Fitzwater a $6,000 check on the same day ($24,000 in a single afternoon to a term-limited executive who cannot run again).

In March 2026, Fitzwater endorsed David Trone for Congress.

“When the same family writes $42,500 to your County Executive and that executive then shapes county land policy and endorses your congressional campaign, the question isn’t paranoid. It’s responsible citizenship.”

Coordinated family contributions are not illegal in Maryland, but the legal limit on individual donations exists for a reason. When members of a billionaire’s family write maximum checks on the same afternoon, the letter of the law is satisfied while its spirit is quietly set aside.

The $24,000 arrived in October 2025. In December 2025, the County Council voted 5 to 2 to approve Fitzwater’s data center overlay zone (1,000 acres larger than the Planning Commission recommended), over fierce resident objections. The councilmembers who voted against it (Donald and McKay) do not appear on the Trone family contribution list. Those who supported it (Young and Knapp) received $12,000 and $10,000 respectively from the Trone family.

The talk in Annapolis is that Fitzwater has her eye on the state comptroller’s race in 2030. A county executive builds a statewide donor network one check at a time, and Frederick County shouldn’t be the proving ground for someone else’s political ambitions.

The Guardian at the Gate What the Firing of Diane Fouché Tells Us About Jessica Fitzwater

Most Frederick County residents have never heard of the Director of Procurement and Contracting, and that’s a sign the job is being done right. The Director controls every dollar Frederick County spends on goods, services, and contracts, and is the last line of defense between taxpayer money and the people who want it. It is, in many ways, the best preparation in county government for the job of County Executive.

Diane Fouché served in that role for more than thirteen years, earning her CPPO, CPPB, and PMP certifications along the way. She was known throughout county government as someone who could not be moved, executives of both parties tested that over a decade, and her answer was always the same: no shortcuts, no favoritism, no exceptions.

“It is not illegal to recommend a friend for a contract. But bypassing the competitive bid process is a serious ethical violation, one that harms every legitimate vendor who would have competed fairly.”

According to information provided directly to the Frederick County Conservative Club, Fouché was terminated after refusing to award a county contract to a friend of County Executive Jessica Fitzwater without proper bid review. The position was then converted to an appointed role, and Fitzwater’s replacement hire lasted exactly one week.

It is believed that Diane Fouché has filed a legal claim arising from her termination, which will make the full allegations public record. A 13-year public servant with an unblemished record was removed, her position restructured to give the County Executive more direct control, and her replacement lasted seven days.

Rather than walk away from public service, Diane Fouché has chosen to walk toward it. She is running for Frederick County Executive. She knows where the money goes, how contracts are supposed to be awarded, and what it looks like when they aren’t. The Frederick County Conservative Club endorses Diane Fouché for County Executive wholeheartedly. Learn more at dianefoucheforfrederick.com.

Your Land, Their Profit How Out-of-State Developers Are Trying to Take Frederick County’s Future Out of Your Hands

Frederick County’s rolling farmland north of Adamstown is not just scenery, it is the character of this county, and once paved over, it cannot be recovered. The data center industry has noticed, and the playbook is predictable: identify cheap agricultural land near power infrastructure, work with sympathetic officials to create overlay zones, and let the developers profit while residents absorb the consequences.

In January 2026, the County Council voted 5 to 2 to approve the Critical Digital Infrastructure Overlay Zone (2,615 acres north of Adamstown), more than 1,000 acres larger than the Planning Commission recommended, reaching into 800 acres of prime farmland designated as Priority Preservation Areas.

It is worth asking who shaped that policy conversation. Frederick City Council Vice President Katie Nash is a registered lobbyist who has taken in over $350,000 from Vistra Corp., a Texas-based energy provider, since 2019. Data centers are among the largest electricity consumers on any grid, making expanded data center development very good for Vistra’s bottom line. In December 2025, Nash was hit with an ethics complaint for conflict of interest, not her first.

“Frederick County residents gathered more than 22,000 signatures. The Board of Elections certified the effort. And now a corporation headquartered outside this county is asking a judge to make those signatures disappear.”

Residents fought back. A grassroots coalition collected over 22,000 signatures and the Board of Elections certified the referendum for the November ballot on April 3, 2026. Then Quantum Maryland filed a legal challenge in circuit court arguing residents don’t have the right to vote on it at all.

Conservative principles hold that communities have the right to govern their own land. We believe Frederick County voters, given the chance in November, will make their voices heard.

Who Are These People and Why Does It Matter? Understanding the Role of the Frederick County Republican Central Committee

Voting and civic engagement

Most Frederick County Republicans have never attended a Central Committee meeting, and many don’t know one exists. That’s a problem, because the Frederick County Republican Central Committee (FCRCC) is the official governing body of the Republican Party here, and it wields more influence over local Republican politics than almost any body most voters have never heard of.

The FCRCC identifies and recruits Republican candidates, provides campaign guidance and fundraising support, organizes get-out-the-vote efforts, and represents Frederick County Republicans to the state and national party. It holds one rarely-discussed power: when a Republican seat goes vacant mid-term, the Central Committee recommends the replacement to the Governor.

The question is simple: is our Central Committee doing its job? It takes committed, energetic people who understand their role is to serve Republican voters, not simply to hold a title.

Join us at the FCCC meeting on May 11th at J&P’s Pizza, Spring Ridge at 6:00 PM to meet candidates running for FCRCC seats. The FCRCC is elected by Republican voters, that means the power to shape it rests entirely with you. It is time to strengthen the core. Your vote matters.

Kate Taylor is exactly the kind of person the Frederick County Republican Central Committee needs: a no-nonsense go-getter who exudes leadership and gets things done. With hands-on experience as a Precinct Captain and District Chairman in Fairfax County, Virginia, one of the most competitive Republican battlegrounds in the country, Kate knows what it takes to organize, mobilize, and win.

Her plan for the FCRCC is concrete and urgent. She will establish reliable communications with Republican voters, organize county volunteers using the proven precinct model, spearhead fundraising to support Republican candidates, and recruit a full slate for Frederick City Council in 2028. She brings the discipline of someone who has done this work in high-stakes environments and the fire of someone who believes Frederick County’s best Republican days are ahead.

Kate will speak at the FCCC meeting on May 11th at J&P’s Pizza, Spring Ridge at 6:00 PM about the future of Frederick County and the critical role the Central Committee must play. Come hear her out. Learn more at taylorformaryland.com.

Sam Rosenbloom for Frederick County Board of Education A scientist, a taxpayer, and a straight talker, exactly what our schools need

Sam Rosenbloom for School Board
Sam Rosenbloom

Samuel Rosenbloom brings something rare to a Board of Education race: a Master of Science in Nuclear Engineering, a Bachelor of Science in Biophysics, and more than 30 years of regulatory experience in safety policy. He is not a career politician. He is a scientist who has spent decades making high-stakes decisions and wants to bring that discipline to Frederick County’s schools.

His priorities are refreshingly straightforward: curriculum focused on science and engineering competitiveness, fiscal responsibility with reduced administrative overhead, and practical attention to student nutrition. He supports parental rights, opposes biological males in female facilities and sports, and believes the school system’s primary job is education, period.

FCPS spends nearly a billion dollars a year educating nearly 48,000 students. Samuel Rosenbloom is a serious candidate who deserves serious consideration. Learn more at elections.maryland.gov.
